How to remove 'Comments are closed'

When editing am individual post, there is an option to hide the comments presence. Look under the “Post Options” meta box when editing a post.
Additionally, you can hide site-wide for all posts from Appearance > Theme Options > Content > Single Posts.

how can I remove that?
AFAIK it is theme dependent. In the theme-functions.php I found the function akita_blog_meta that seems to have something to do with the comments.
Also here the additional question: if I alter the file, would I use a copy of it in the child theme? If yes, would I only have this altered function in the theme-functions.php, or the whole file (with just one function altered).
