    Hello,

    You can find a lot of the text strings associated with the theme’s comment form accessible through this plugin:

    http://wordpress.org/extend/plugins/theme-blvd-string-swap/

    Anything outside of this would be customizations you’d need to make to the comments template which you can find here within your theme folder:

    comments.php

    Additionally, you may find that some items extend outside of the scope of the theme and are determined with internal WordPress functions like comment_form():

    These text strings are apart of WordPress core. If you’ve translated your WordPress installation, these strings should be included.

    If you wanted to take control of this from your theme, you’d have to pass the approriate values into the comment_form() function within comments.php.

    Both of the items that you’re asking about go with the “comment_notes_before” parameter of the $args array.
