Sure, if you want more control over the markup going up there, this is a perfect example of why you’d use action hooks.

http://dev.themeblvd.com/tutorial/primary-framework-action-hooks/

function my_header_addon(){
	?>
	Your HTML...
	<?php
}
remove_all_actions( 'themeblvd_header_addon' );
add_action( 'themeblvd_header_addon', 'my_header_addon' );

I want to make sure that the main content class .container is fluid width-wise at all screen sizes because right now it stays at 960px width all the way from screen sizes 960px down to 800px (ie, it stays 960px width even at 800px).

Sure, why not.

.layout_stretch #top #header_content,
.layout_stretch #access .container,
.layout_stretch #featured .featured-content,
.layout_stretch #main #breadcrumbs .breadcrumbs-inner,
.layout_stretch #main #sidebar_layout,
.layout_stretch #featured_below .featured_below-content,
.layout_stretch #bottom #colophon {
	max-width: 960px;
	width: auto;
}
