I think I have done this, but it still isn’t rendering on the front end. Here is my code in functions.php of the Child Theme:

<?php

if( ! function_exists( 'themeblvd_blog_meta_default' ) ) {
	function themeblvd_blog_meta_default() {

		// Setup text strings so their run through the
		// framework's frontend localization filter.
		$text = array(
			'by' =>themeblvd_get_local( 'by' ),

			'in' => themeblvd_get_local( 'in' ),

		);

		?>

			<?php the_time( get_option('date_format') ); ?>
			 <?php echo $text['by']; ?>
			<a href="&lt;?php echo get_author_posts_url( get_the_author_meta( 'ID' ) ); ?&gt;" title="&lt;?php echo sprintf( esc_attr__( 'View all posts by %s', TB_GETTEXT_DOMAIN ), get_the_author() ); ?&gt;" rel="nofollow">&lt;?php the_author(); ?&gt;</a>
			 &lt;?php _e( 'in', TB_GETTEXT_DOMAIN ); ?&gt;
			&lt;?php the_category(', '); ?&gt;

		<!-- .entry-meta -->
		&lt;?php
	}
}
